On September 05, 2022, at approximately 2154 hours, I was alerted by my agency-issued License Plate Reader (PR) that the vehicle was identified as a 2003 Blue Chrysler car bearing F.L tag Z124VL with a stolen plate. I activated my overhead emergency lights in my marked patrol vehicle. I conducted the traffic stop on the vehicle on MARTIN LUTHER KING BLVD NW/8TH S.T. N.W. I began to approach the vehicle when the driver, later identified as Josue Gonzalez, began to flee the scene at a low-rated speed behind the Home Depot parking lot. I
got back into my patrol vehicle and activated my siren.
I informed dispatch that the vehicle was fleeing the scene. I observed that the vehicle was having mechanical issues and could not flee far from the traffic stop location. While keeping a visual of the vehicle, I observed that the driver and passenger exited the vehicle heading Northbound from the location. I began a foot pursuit of both
parties from approximately five cars in length from the vehicle. I observed both subjects jumping the fence facing East from the Home Depot parking lot. I began to yell Police Stop to both parties to no avail. I observed both subjects successfully jump the fence and begin to swim across the water pound located between fences. I relay the clothing description and information to dispatch. I observed two young black males. Both had a gray shirt with brown pants, and one of the subjects was last seen with red sneakers. I was able to observe that the passenger subject had long curly hair. Both subjects were observed jumping the second fence and running Northeast from the traffic stop.
I requested additional staff to set a perimeter and locate the fleeing suspects. While on scene of the traffic stop, I observed a brown in color wallet on the driver’s side floorboard. I retrieved the wallet and discovered a wallet with an FL ID inside belonging to Josue Gonzalez. I observed the FL ID and was able to identify the driver by the picture from the FL ID matching all the characteristics observed while he was fleeing the scene.
A PCSO K9 and Drone unit were utilized in search of the Neeing suspects. The PSCO K9 began to track from the last know location where the suspects were seen. The PCSO K9 was able to locate the fleeing suspects. Officer Jackson informed me that Gonzalez was inside the business fence property at 2200 3rd S.T. NW. Officer Jackson advised that Gonzalez jumped the fence and began to walk northbound behind the fence. Officer Jackson advised
that Gonzalez was hiding in the back of the business in a pile of dirt. Officer Jackson advised that the business has a no trespassed sign posted by the fence that Gonzalez jumped.
I was informed by Officer Jackson (W638) that a 9mm ammunition was found on the center console of the vehicle that Gonzalez was operating. For evidence, Officer Jackson collected the 9mm ammunition into the Winter Haven Police Department.
After running Gonzalez on JJIS, it came to light that Gonzalez has adjudicated delinquent on 09/23/2015 for Burglary- Unoccupied Conveyance Unarmed (F3).
Also, it came to light that the subject had an outstanding warrant for Polk County for the charge of FSS 812.155(3) failing to redeliver hired.

After running Gonzalez on FCIC/NCIC and DAVID, it came to light that Gonzalez has had a suspended driving license since 12/31/2019.
After running the vehicle V.IN. on FCIC/NCIC and DAVID, it came to light that the vehicle was not currently registered nor insured.
Gonzalez was arrested and charged with (ACQYAAE) for the failure of the owner to maintain required insurance on a motor vehicle FSS 324.221 (2), (A2WAOIE) for knowingly driving a motor vehicle with a suspended license FSS 322.34 (2), (A2WAOJE) for operating without / no motor vehicle registration.
